The Residential State Supplement (RSS) program provides a cash supplement program for low-income adults who are aged, blind, or disabled and live in approved adult-care facilities.
The RSS program helps individuals:
- Who are determined to need a protective
level of care and help with activities of daily living.
- Whose medical condition is not severe
enough to need the level of care provided in a nursing home.
- Who plan to move to or are currently in
adult foster homes, licensed adult care facilities or rest homes.
- Who are aged, blind, or disabled.
- Who meet State of Ohio Medicaid financial
eligibility requirements.
- Who are US citizens or legal aliens and
reside in Champaign, Darke, Logan, Miami, Preble, or Shelby
counties.
To apply for the RSS program, call Catholic Social Services/PASSPORT at 937-498-4593 or 1-800-521-6419. The RSS case manager will explain the program and answer any questions that you have. The applicant's name will be placed on a registrant list. When an opening in the program becomes available, the case manager will contact the applicant to schedule an assessment. The County Department of Job and Family Services determines financial eligibility. Once approved for RSS, a case manager will be assigned to the recipient to monitor services and the living arrangement.
